- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain dredging services for the "WAUKEGAN HARBOR DREDGING" located in the TOWN OF WAUKEGAN, ILLINOIS. PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for necessary facilities, plants, labor, transportation, materials, and equipment to perform maintenance dredging in the Waukegan Harbor entry way. An amount of 43,000 cubic yards, including over-dredge, of sediment will be mechanically dredged to maintain the entry way into Lake Michigan. The project area is approximately 18.0 AC, which will be dredged mechanically to depths of -22 LWD, plus a 1' allowable over-dredge. The dredged sediment will be deposited by bottom-dump scow in two locations along the Lake Michigan shore line, which are located North and South of the dredging area. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED HUBZone SMALL BUSINESSES. The Classification Code for this procurement is North American Industry System Code 237990, which applies a small business size standard in dollars of $33.5M. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site http://www.Fbo.gov. The IFB will be available at the above-mentioned Internet site on 12 August 2011. Bids will be due by 2:00pm CDT on 12 September 2011. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the Central Contractor Registration (CCR); Contractors can access the CCR for free at http://www.ccr.gov.
