- NASA/JSC plans to issue a Request for Proposal (RFP) for Russian Language andLogistics Services.The Russian Language and Logistics Service (RLLS) contract will support the InternationalSpace Station (ISS) by providing necessary infrastructure operations functions includingRussian language and logistics services at Johnson Space Center (JSC) and other locationsincluding Moscow, Russia and Kazahkstan. The purpose of the ISS is to conduct physical,engineering, and life sciences research for the benefit of life on Earth and to advanceexploration of our solar system and enable commerce in Space. In order to effectivelysupport and utilize the ISS, NASA requires products and services to perform:Translation, interpretation, language training, and logistics services requiredby the ISS Program. The primary location for contractor activity in the United States(U.S.) is JSC. The primary locations for contractor activity in Russia and Kazahkstaninclude the U.S. Embassy in Moscow; Mission Control Center in Korolev; Gagarin Researchand Test Cosmonaut Training Center in Star City; Volga Complex in Moscow, launch complexin Baikonur, Kazahkstan, landing sites in Kustanai, Arkalyk, Karaganda and AstanaKazahkstan; Russian Federal Space Agency office buildings in Moscow; the Institute ofBio-Medical Problems (IBMP), and Russian Federal Space Agency contractor facilities(Rocket Space CorporationEnergia (RSC-E), Khrunichev, Zvezda etc). Obtain all permits, licenses, and appointments required for the performance ofwork under this contract in compliance with applicable host country laws.Provide Russian logistics in the areas of transportation services, meetingservices requiring language (interpretation and translation) services and logistics,travel services, housing services, office management and administration services,inventory tracking, NASA cargo integration in Baikonur, Moscow shipping coordination,launch and landing NASA visitor scheduling logistics, and other related services in orderto implement ISS Operations in Russia.This procurement is full and open compeition. All responsible sources may submit anoffer which shall be considered by the agency.The anticipated release date of the Draft RFP is about November 2011. The anticipatedrelease date of the RFP is about December 2011 with an anticipated offer due date ofabout February 2011.NASA Clause 1852.215-84, Ombudsman, is applicable. Interested offerors orvendors having the required specialized capabilities to meet the above requirementsshould submit the following:1) A capability statement indicating the ability to perform all aspects of the effortdescribed herein.2) Input regarding what contract type would be most feasible with supporting rationale3) Input regarding what contract incentives would be feasible to incentive positiveperformance with supporting rationale4) Input regarding length of contract (including consideration of option periods) withsupporting rationaleResponses must be 10 pages or less and include the following: name and address of firm,size of business; average annual revenue for past 3 years; ownership; whether they arelarge, or any category of small business. Respondents deemed fully qualified will be considered in anyresultant solicitation for the requirement.
