- Solicitation Message: SUBJECT: Handling of Questions and Answers The purpose of this message is to reemphasize the handling of questions and answers. First, you are highly encouraged to read the RFP to its fullest. As the RFP states, ONLY WRITTEN QUESTIONS WILL RECEIVE A RESPONSE. Each question submitted should contain the following information: document name, document date, specific page, paragraph, clause or other definitive citation for which clarification is requested. All questions shall be submitted electronically to rgomez@usbr.gov. Answers will be provided to only the questions submitted in writing and all answers will be provided through the Federal Business Opportunities (FBO) website at www.fbo.gov. Only written questions, submitted by e-mail will receive a response with the exception of the site visit (see below). Second, it is ultimately the interested parties' responsibility to access FBO and keep up with any RFP amendments, answers to questions, or special messages regarding this solicitation. Site Visit Exception: Interested parties planning to attend the site visit should submit their questions in advance, if possible. Paper will be available for all questions generated during the site visit, which should also be provided in writing. Answers to these questions may be provided on the spot or on a later date. Either way, all questions and answers will be posted via FBO.
