Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Vessel Support for Research Projects for Northeast and Mid-Atlantic Fisheries. The NEFSC Cooperative Research Program, along with other research branches within the NEFSC, requires Contractor support in one or more areas of scientific investigation. The Cooperative Research Program complements other NMFS programs and contributes to improved fishery stock assessments and the evaluation of management options. Supported Research Projects for this contract will require participation by inshore and offshore trawl vessels fishing for squid and vessels involved in the design and testing of more selective fishing gears and strategies for Northeast groundfish fisheries. Vessels home ported outside of the New England/Southern New England area may be required to travel to Pt. Judith, RI or New Bedford, MA for program set-up and initial training. The Contractors shall assist in collecting and confirming tow-by-tow data through an electronic logbook system and a web based data confirmation system. This will be accomplished through use of the Study Fleet FLDRS software, or approved sector management electronic reporting tools capable of recording and transmitting the necessary data elements. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 114111 Finfish Fishing. The small business size standard is $4 Million. NOAA anticipates making multiple contract awards as a result of this solicitation. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis for the following factors 1 - 3, listed in descending order of importance, when combined, are significantly more important than price: (1) Vessel's commercial fishing history and the vessel's fishing capability and regulatory compliance and catch reporting history. (2) Captain's work experience and qualifications including research qualifications and past experience in Cooperative Research, if applicable. (3) Vessel characteristics and configuration, electronics, particulars and general arrangement, including any net mensuration equipment. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. The solicitation will be available electronically on or about July 29, 2011 via FedBizOpps at www.fedbizopps.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. Telephone requests for hard copies will not be honored. Hard copies of the solicitation may also be provided in response to a written or faxed request received directly from the contractor.
