- Amendment to the SF1449 form Amended attachment No. 3 - Job Duties Amended page 20 of the Contract This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposals requirement and will be an indefinite delivery indefinite quantity contract (IDIQ) for farm bill administrative assistance services for a position(s) to be filled at various offices throughout Connecticut as shown in the applicable statement of work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-2089 (REV 17). The Dept. of Labor Wage Determination Occupational title used is General Clerk II. The period of performance is from September 1, 2011 through September 30, 2012. This is a total set-aside for small businesses. The small business size standard is $6.5 million. The solicitation includes 4 line items: Base Year, Option Year 1, Option Year 2. And Option Year 3. The following clauses and provisions apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 as shown in the solicitation. Evaluation Factors are listed as follows in descending order of importance: FACTOR 1 (Part A) - Demonstrate technical and organizational approach to ensuring delivery of requirement; FACTOR 2 (Part B) - Experience and Management; FACTOR 3 (Part C) - Past Performance; FACTOR 4 (Part D) - Price. Factors 1 through 3 when combined are more important than price. Proposals are due 08/22/2011 by 1:00 p.m., local time at the Tolland State Office, 344 Merrow Road, Suite A, Tolland, Connecticut. Fax and E-commerce submittals are not authorized. The solicitation documents will be made available via FedBizOpps website approximately 07/21/2011.
