Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB), plans to procure the brand name FEI Falcon CMOS Direct Electron Detector manufactured byFEI Company, 5350 NE Dawson Creek Dr., Hillsboro, OR 97124. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard in 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery: Approximately 15 days after receipt of purchase order; installation within one week of delivery. The contractor shall provide: one Falcon CMOS Direct Electron Detector (9432 900 60041) and upgrade installation services (4022 400 05001). The acquisition of the Falcon Direct Electron Detector Camera will enhance the imaging quality of the LCB's pre-existing Titan Krios electron microscope. The Titan Krios high resolution, cryo-electron microscope is also manufactured by FEI. The Falcon camera is the next in line technological advancement manufactured, specifically, to enhance data quality with the Titan Krios, by more efficiently detecting electrons and converting them to images. Because LCB's Titan Krios microscope is run by FEI software, the detector software is fully integrated and controlled by the same software platform, limiting software incompatibilities. With its ultra-high DQE that is an approximate factor of three better at 1/2 Nyquist than any existing CCD camera currently available to install on LCB's Titan Krios, the Falcon (FEI) is the obvious upgrade for improving the quality of our low-dose imaging. Integrating direct detector technology into LCB's Titan Krios (FEI), high resolution, cryo-electron microscope will help LCB collect higher resolution images. In turn, this technological advance will enable LCB to better attain its research goals. Installation of the detector and software can be performed by the same staff who services the Titan Krios electron microscope. Future service and maintenance of both microscope and detector may be performed and tested by personnel from the same company without coordinating service schedules of different companies. In addition, further software control upgrades to the detector may be made by replacing a chip. All of the transmission electron microscopes that LCB currently uses in its research are manufactured by FEI Company. FEI is the only known supplier that can deliver the required detector for use in conjunction with LCB's existing instrumentation. The following salient characteristics apply to the FEI Falcon CMOS Direct Electron Detector: • Must have values for detector quantum efficiency (DQE) that meet or exceed 0.25, together with a description of a detailed protocol used to make the measurements. • Clear statement of maximum delay in replacement of detector in the event the specifications fall below the values stated above within the first five years after installation. • Must be fully embedded within and controlled by the Titan Krios software for automated data collection applications. • Must have protective shutter controlled by the FEI Titan Krios software to protect exposure to any high-dose condition. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 1, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
