- The contractor shall furnish all depot level labor, facilities, special tooling, test equipment and materials for maintenance and overhaul of the UH-60 Tail Rotor Gearbox. INPUT NSNs: 1615-01-074-1222; 1615-01-102-6052; 1615-01-105-1510; 1615-01-280-4444; 1615-01-376-5089 OUTPUT NSN: 1650-01-376-5089 INPUT P/N: 70358-06600-041; 70358-06600-042, 70358-06600-043; 70358-06600-044; 70358-06600-046 OUTPUT P/N: 70358-06600-046 QUANTITY: MIN: 40 MAX: 1104; Foreign Military Sales - 184 The proposed contractual action will be a Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract. This is a Critical Safety Item (CSI), with a Depot Maintenance Work Requirement package DMWR-1-1615-279, dated 21 June, 2010. This item is restricted to approved sources only. This is not a commercial item. Authority cited is 10 U.S.C. 2304(c)(1) FAR 6.302-1, "Only one responsible source or a limited number of responsible sources and no other supplies or services will satisfy this agency's requirement". The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the maintenance, overhaul, and upgrade of the items. The required production schedule to meet current and forecasted requirements is 10 per month 30 days after receipt of order for the Tail Rotor Gearbox; NSN: 1650-01-376-5089. Depot Maintenance Work Requirement DMWR-1-1615-279 and all associated Maintenance Engineering Orders are adequate and available to support the overhaul/upgrade of the subject item. This item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense, Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI's can only be awarded to a source approved by the head of the design control activity. The only approved sources for this requirement are: Sikorsky Aircraft (78286) and L-3 Communications MAS INC (3AA96). Any competing contractor could not be familiar with the total design parameters, specific parts requirements and test processes etc., for the Tail Rotor Gearbox. This item was published in the June 2010 Competition Advocate's Shopping List (CASL). No telephone requests for solicitation will be accepted. Proposals will only be accepted by mail or hand delivery. No data fax or emails will be accepted for proposals. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted depending upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
