- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Mission & Installation Contracting Command (MICC) White Sands Missile Range, NM intends to award to Socorro County (County Government Agency), under statutory authority 10 USC 2304 (c)(1), set forth in FAR 6.302-1(d)(2), titled, Only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to acquire Surveillance/Roadblock Range Rider Services for Socorro County for the years FY11-FY16. Range riders support the WSMR mission. The range riders provide surveillance of the rancher properties, which is contractually required in WSMR's agreement to evacuate their property. During the time that WSMR requires ranchers to evacuate the range riders provide surveillance/roadblock support in the Northern Call-Up Area. The use of this area is predicated on the Missile Flight Safety Plan which determines the hazard area that needs to be protected for the mission. Again, this notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within three (3) days of this posting. Written responses to this notice of intent shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Such capabilities information will be used solely for the purpose of determining whether or not to conduct future procurements on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
