- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS AN URGENT REQUIREMENT. Electronic Systems Center, Cryptologic Systems Contracting Division, HNCK, 230 Hall Blvd, Lackland AFB, San Antonio, TX 78243, intends to award a Firm-Fixed Price contract for the procurement of 200 Actividentity Smart Cards 64K V2C 1024-2048, P/N: SC064JWC6025AIR. The request for quote number is FA8307-11-Q-1138. The North American Industry Classification System (NAICS) for this requirement is 511210 and the business size standard is $25M dollars. HNCKS intends to make award to Actividentity, a large business, CAGE CODE: 1SJM7. Actividentity has no distributors for these items and is the only known source that provides these items as they have proprietary rights to the required software. The Government intends to make an award in the July 2011 timeframe. Like items are not acceptable. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within four calendar days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
