Solicitation SB1341-11-RQ-0431 Applicable Provisions and Clauses Flir SC6700 User's Manual Specs for existing camera Solicitation SB1341-11-RQ-0431 Flir SC6700 Web Page Specs THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314- Optical instrument and lens manufacturing. This requirement will be competed as a Total Small Business set aside under the corresponding size standard of 500 employees. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the Tradeoff method and the evaluation factors for award detailed in this solicitation. To remain competitive in the global marketplace, U.S. manufacturing is currently implementing fundamental changes, focused on designing and building complex, highly-customized, high quality goods -- all built speedily to meet the rapidly changing demands of the market. These changes require a transformation from manufacturing practices based on human experience towards scientific-based modeling, decision making, and production. The NIST Science-Based Manufacturing Group develops fundamental measurements, standards, and tools to enable U.S. manufacturers to make this transformation. There are several key barriers. One is an insufficient understanding of the science behind key manufacturing processes. Traditional studies of the way a manufacturing process creates a desired shape take place in highly specialized lab environments. Such studies do not provide enough information on the forces, friction, and heat generated in the real-world, high-speed processes. The National Institute of Standards and Technology (NIST) is working to measure the basics of these processes and figure out how to control them. Such details can be incorporated into computer models long before the first prototype is built. One of the factors being studied is temperature. NIST has extensive experience using infrared spectrum cameras to measure manufacturing processes, and has the need for a camera which can determine and correct for rapidly changing emissivity typical of the rapidly moving objects being imaged. The National Institute of Standards and Technology (NIST) has a requirement for an infrared wide-band hyperspectral camera system. The system will be used to measure the dynamic temperature distribution in the processing zone of manufacturing processes. An example application is measurement of the dynamic spatial temperature distribution of the cutting zone during orthogonal machining. The system shall be composed of a thermal camera provided by NIST together with a contractor-supplied hyperspectral optical processor, and one contractor-supplied lens. NIST currently owns a Flir SC6702, f/4, infrared camera and Flir M0201Lxxx series extension tubes. The specifications for this camera can be found in the attached PDF documents entitled "SC6700 User's manual Specs" and "SC6700 Webpage Specs." This requirement is for an infrared wide-band hyperspectral camera system that is composed of the thermal camera provided by NIST (Flir SC6702), one contractor-supplied hyperspectral optical processor, and one contractor-supplied optical lens. Upon award of the purchase order, NIST will provide the contractor with the Flir SC6702, f/4, infrared camera and Flir M0201Lxxx series extension tubes. These products will be delivered by NIST to the awarded contractor so that the contractor will receive them within seven (7) days from purchase order award. The contractor shall then deliver the required hyperspectral camera system that is configured around the NIST-provided products so that the system meets all of the minimum functional requirements detailed in section II (Schedule of Required Items) of this solicitation. The contractor shall deliver the fully functional system within 24 weeks from receipt of the NIST-provided materials. All quotations shall be submitted electronically so that they are received at keith.bubar@nist.gov no later than August 4, 2011 at 12:00 pm EST.
