- NASAs GSFC proposes to enter into a three (3) month no cost extension to thecurrent contract with the University of Texas, Center for Space Research (CSR) located inAustin, Texas for acquisition of research, development, analysis, and Satellite LaserRanging (SLR) operational support services. Currently, this work is being performedunder NNG06DA07C with the University of Texas, which currently expires on August 31,2011. This three (3) month extension is for continued support to the laser ranging operationsto artificial earth satellites, and the maintenance and calibration of the McDonald LaserRanging Station (MLRS) located at the McDonald Observatory near Fort Davis, Texas whichis part of the NASA SLR Network. MLRS is equipped to perform laser ranging to satelliteand lunar targets. MLRS is an integrated system comprised of property belonging to boththe University of Texas and NASA, which has been developed over the past 40 years. The services are a continuation of the scientific and engineering mission operationssupport for the NASA SLR program. This extension shall also provide for operations of asatellite laser tracking, data analysis, data assurance and quality control of MLRS dataproducts in support of the International Laser Ranging Services (ILRS), the InternationalEarth Rotation Service (IERS), and the Global Geodetic Observing System (GGOS), asappropriate. These activities shall include updated geocenter time series estimates;evaluation of new and returning SLR stations as part of normal acceptance testing;resolution of specific station coordinate problems; re-examination of the SLR estimatesof the Earths gravitational coefficient (GM) and the impact on scale within theterrestrial reference frame (ITRF); precision orbit determination and verification; andparticipation in ILRS, GGOS and IERS working group meetings.Any other persons desiring consideration are requested to fully identify their interestand capabilities in writing within 15 days of the date of publication of this synopsis.
