- The USDA, Agricultural Research Service has awarded a sole source contract to Lane-Arkansas, 2015 South Main Street, Stuttgart, AR 72160 to make emergency repairs to the east deep well at the Harry K. Dupree Stuttgart National Aquaculture Research Center (HKDSNARC), Stuttgart, AR which is the Locations main source of water. This acquisition is issued under FAR Part 12 - Acquisition for Commercial Items and was made pursuant to the authority of FAR 13.106-1(b)(1) Unusual and Compelling Urgency. This procurement is being conducted under Simplified Acquisition Procedures (SAP). This notice is not a request for competitive proposals. This service contract is necessary for the USDA, ARS, HKDSNAEC, Stuttgart, AR to satisfy mission accomplishments. This is an emergency situation that must be rectified immediately to prevent the loss of research fish and many years of research that has gone into the genetic improvement of the fish. Time is of the essence. Loss of one of our backup wells would result in the collapse of year's worth of research. It is absolutely necessary to get the primary well up as soon as possible to prevent such loses. Questions may be directed to Michael Douglas at the numbers below.
