Description
This is a combined synopsis/solicitation/Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID NOI11101 and is being issued as a Notice of intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53, effective as of July 5, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 334516, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure from Miltenyi Biotec on a sole source basis laboratory equipment and accessories of the following Items/Qty/Description: A) Cell counter/Cytometer Guava easyCyte 5ht, Base system (Qty 1); B)QuavaSuite Software Module (Qty 1)GuavaSuite Software Modules for Guava easyCyte HT Systems (Includes all Guava Assay Specific Modules); C)Guava PCA-96/EasyCyte Plus/easyCyte HT systems Installation and training; and D)Guava Power Conditioner (Qty 1) for improving the quality of the power that is delivered to electrical load equipment. The Guava easyCyte 5HT System provides absolute cell counts and offers other high-demand features, such as five parameters (3 fluorescent colors, 2 light scatter) and has a blue laser for access to commonly used fluorescent dyes. It also offers a built-in 96-well autosampler, which allows researchers to obtain even more data while performing more complex biological studies such as white blood cell phenotyping, cell signaling, cytokine production, activation marker analysis, and multiplex compound screening. Monitoring the interplay of up to five different biological mechanisms simultaneously improves the efficiency of experimental outputs. Not only does this shorten the number of iterations for any one experiment, it also comes that much closer to mimicking the complex biological responses within the body. The Guava easyCyte 5HT System runs all Guava Assays and uses Guava InCyte software for data acquisition and analysis. Guava InCyte offers drag and drop gating, pre and post acquisition compensation, heat map display and IC50/EC50 curve generation. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications. 2) Price, and 3) warranty. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. All responsible sources may submit a bid, proposal, or quotation that will be considered by the agency. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Standard Time August 5 2011 to Mr. Daniel Herdman.
