- Description
- NASA/GSFC has a requirement for a High Volume Precipitation Spectrometer-3 (HVPS-3)an airborne instrument used for in situ sampling of cloud microphysical properties forsampling the size distribution of rain, snow, and other frozen precipitation in clouds. NASA/GSFC intends to purchase the items from Stratton Park Engineering Co., Inc. (SPEC,Inc.), pursuant to FAR 13.106, for the acquisition of supplies or services determined tobe reasonably available from only one source. The HVPS-3 is unique in that it is capableof measuring particles up to 1.92 mm. Additionally, the HVPS-3 is completelybackward-compatible with the HVPS installation that is currently in place on the CessnaCitation aircraft.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 4, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
