- The U.S Army Contracting Command, Fort Belvoir intends to award a sole source contract under the authority of 10 U.S.C. 2304(C)(1)-FAR 6.302-1(a)(2)(ii)(b)- Only one responsible source and no other supplies or services will satisfy agency requirements, to Distributive Management; 107 Olde Greenwich Dr. STE 101 Fredericksburg, VA 22408. Distributive Management provides a range of services for DataDrill to assist their customers in achieving an efficient application of the DataDrill software as part of their performance measurement goals. DataDrill is a web-based measurement tool for managing and controlling the software, IT, and systems engineering process. DataDrill has been in use since 2003, supporting many PEOs and PMs and is proven to be effective during numerous Government witnessed validations and verifications. A Firm-Fixed-Price contract will be awarded for the purchase of 1 DataDrill Workstation Maintenance, 1 DataDrill DataCenter Maintenance, 1 DataDrill Report Center Maintenance, and 1 DataDrill Extractor Kit Maintenance. Distributive Management is the developer and sole source within the United States for DataDrill and its various components. Distributive Management has sole proprietary rights to DataDrill and all modules of DataDrill. Within the U.S., they do not allow distribution of DataDrill through any other source. If the maintenance is not renewed, the software and license will no longer be supported, impacting the continued mission of SEC. All responsible sources that provide supporting data to demonstrate that they can successfully provide the required licenses and support may submit a quote to be considered. All responses should be received via email within ten (10) calendar days of the date of this notice at 2:00 PM local time. The anticipated award date is ten (10) days from the closing date of this notice. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFAR 252.204-7004. In addition, all offerors must complete the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://orca.bpn.gov. This a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; a written solicitation will not be issued.
