- PRE-SOLICITATION NOTICE Project Title: Install New Electric Distribution Feed AREA B --Fort Detrick, MD Solicitation # W81XWH-11-R-0360 Notice Type: Pre-solicitation Posted Date: 22 July, 2011 Classification Code: Y--Construction of Structures and Facilities NAICS CODE: 238990 THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. IT IS A PRE-SOLICITATION NOTICE. USAMRAA is seeking eligible small business firms capable of performing electrical and wiring installation for the installation of a new 3 phase, 4-wire, electric utility distribution feeder (NDF) from Sub 6 (Area A) to Pole 1215 (Area B) at Fort Detrick, MD. The magnitude of this project is between $250,000 and $500,000. The appropriate NAICS code for this 238990. The basis for award will be Lowest Price Technically Acceptable (LPTA) offer. When the actual solicitation is issued, plans and specs will be available for download from either the www.fbo.gov or https://acquisition.army.mil/asfi/ Website. Solicitation # W81XWH-11-R-0360 will be issued on or about 05 August, 2011 and proposals will be due on 05 September, 2011 @ 4:30 PM EST. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from either the www.fbo.gov or https://acquisition.army.mil/asfi/ Website. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov. This procurement is 100% Small Business Set-aside. Required work summary: Selected contractor shall perform the installation of a new 3 phase, 4-wire, electric utility new distribution feeder (NDF) from Sub 6 (Area A) to Pole 1215 (Area B). NDF will be designed for 34.5 kilovolt service under this effort. The Contractor shall engineer, furnish, install, and test (EFI&T), and make operational a scope of effort as defined in this document. The Contractor shall include in the proposal the necessary labor, materials, software, cabling, poles, pole hardware, line hardware, guying, conduit, risers, configuration, and so forth to provide an industry compliant turnkey solution. All work and materials shall be in accordance with (IAW) the latest National Electric Code (NEC), Original equipment Manufacturer (OEM) requirements, applicable Industry standards, and this SOR/SOW. Refer to the Contract Drawings F-93-1-10019 for Area B Feeder Upgrade at Fort Detrick, MD. These drawings will be provided when the actual solicitation is issued.
