Sources Sought - Internal Control Review Internal Control Review of the National Finance Center's (NFC) Pre-existing Condition Insurance Plan (PCIP) Sources Sought Notice This is a Sources Sought Notice to identify small businesses, especially those in the Small Business Administration's (SBA) 8a program, to provide Internal Control Review of the National Finance Center's (NFC) Pre-existing Condition Insurance Plan (PCIP). This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Background: The Office of Personnel Management's (OPM) HealthCare & Insurance (HI) has administrative responsibilities with the Pre-existing Condition Insurance Plan (PCIP). PCIP is a new insurance program authorized by the Affordable Care Act (ACA) which began operations on July 1, 2010. PCIP provides subsidized health insurance to individuals who are unable to obtain health care because traditional insurers have rejected them because they have a pre-existing medical condition. HI has an interagency agreement with the Department of Health and Human Services (HHS) to oversee the day-to-day operations of the eligibility, enrollment and collection of premiums as administered by Department of Agriculture's National Finance Center (NFC). OPM is required to ensure internal controls implemented by PCIP are in compliance with OMB Circular A-123. Under the National Finance Center's (NFC) enrollment processes, individuals can contact a call center, submit a hard-copy application, or go online to enroll in the program. There are a number of eligibility criteria which NFC must verify prior to enrollment including verification with other agency systems that the applicants are U.S. Citizens, or if they are not U.S. Citizens, that they are legally present in the United States. Once NFC determines eligibility, a premium payment must be requested and received before the enrollment is approved and sent to the Government Employees Health Association (GEHA), which serves as the third-party administrator for this program. Current enrollment as of early February 2011 is only about 3,000, but HHS is coordinating aggressive outreach efforts in coming months that should increase enrollment. In support of the PCIP program, HI is seeking to ensure the eligibility and enrollment system is operating with accuracy and full accountability through an internal control review. Purpose and Objective: The purpose of this sources sought notice is to identify small business vendors, especially those in the Small Business Administration's (SBA) 8a program, to provide an internal control review of the National Finance Center's (NFC) Pre-existing Condition Insurance Plan (PCIP). The sources sought notice will not result in any contractual obligation between OPM and a vendor, and will only provide information for the purposes of planning. Capability Statement / Information Sought: Interested businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience and/or ability to satisfy the minimum requirements listed below. Capability Statement Requirements: OPM is requesting information from vendors who provide internal control review on insurance programs. Vendors must have experience with Federal customers and a history of providing internal control review to the private, and preferably, the federal sector. Instructions for Responding to this Sources Sought Notice Information provided in response to this Sources Sought Notice must be submitted no later than seven (7) calendar days from the date of posting, in the form of a "white paper." Responses shall be limited to not more than fifty (50) single spaced pages. Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package as the cover letter. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice OPM28-11-R-0001; 2. Vendor's Company Name, Address, Contact Person Information; 3. Vendor's DUNS Number; 4. Business Size and Size Standard / Classification. OPM requests that the capability statement not exceed 20 single sided pages in length. Please identify your size classification relative to North American Industry Classification System (NAICS) code of 541611 for this requirement. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses, further, responses to this notice will not be returned. Interested parties shall address the following when responding: 1. Company History 2. Description of all the types of services and supplies provided by your company 3. Identify past and present contracts for services similar to those required to include agency/company name, point of contact, dollar value, period of performance, contract type, type of system audited 4. Describe your company's understanding of OPM's requirement. 5. Does your company have the capacity to perform this audit? 6. Discuss the qualifications of employees to perform this audit. 7. What auditing standards, if any, do you adhere to? 8. What experience do you have working with health insurance plans? 9. Do you have staff that has led efforts as described in the synopsis? 10. Do you have any experience working with federal health insurance plans? 11. Have you assessed enrollment and eligibility requirements as they relate to health insurance? 12. Do you have staff available to perform this internal review or will you have to recruit? OPM may conduct meetings to provide the vendors with an opportunity to further explain the capabilities in satisfying the requirements outlined in this notice. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Any information submitted in response to this sources sought notice is a strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and any request for additional information will be disregarded.
