- Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) intends to negotiate on a sole source basis with ABMSI, LLC for Acquisition Support in support of various Program offices. ABMSI, is the only know service disabled veteran-owned small business (SDVOSB) that has the requisite management structure that can effectively manage support across various program offices. This acquisition is being conducted in accordance with FAR Part 12, 'Acquisition of Commercial Items', FAR 13.'Simplified Acquisition Methods' and FAR 19.1406, 'Sole source awards to Service-Disabled Veteran-Owned Small Business concerns'. Under FAR 19.1406 agencies have the authority to negotiate with an SDVOSB when there is only one known SDVOSB whose service satisfies the government's requirement. Any other SDVOSB which believes it is capable of meeting the requirements may submit documentation to establish the potential of meeting the government's requirements. Classification as an SDVOSB must be certified in the firm's Online Representations & Certifications Application (ORCA) listing. Any such documentation must be submitted by Tuesday July 26th at 5:00 PM EST to the point of contact shown at the bottom of this notice. A determination not to compete the proposed Blanket Purchase Agreement (BPA) amongst SDVOSBs based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive SDVOSB procurement or to proceed on a sole source basis. Interested SDVOSB's which believe they are capable of providing the service that satisfies ACC-APG's requirements should submit their documentation, referencing solicitation W91CRB-11-T-0100, to Robert Perry, via email at Robert.n.perry10.civ@mail.mil. Responses shall be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email if the total file size is less than 5MB
