The government is contemplating the award of a firm-fixed priced contract for bird netting. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other necessary items to clean all bird matter (excrement, droppings, nests, eggs, dead birds, etc) from three buildings to include interior/exterior, underside, overhangs, interior roll-up doors and parking overhangs. The contractor is also required to install various types of bird prevention methods to the facilities, such as ¾ inch bird netting and bird repellant gel. A written solicitation will be issued, with an anticipated award date not later than 30 September 2011. 2. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. 3. The period of performance is 45 days after the government issues a notice to proceed. 4. The magnitude of construction is between $100,000 and $250,000. The North American Industry Classification Systems (NAICS) Code for this procurement is 238190, with a size standard of $14M. All relevant solicitation documents including specifications and drawings will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov. 5. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. 7. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (ORCA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DOD). 8. Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of the award. A solicitation will be issued on or about 15 Aug 2011. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation cost. XVI. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) 1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. 2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). 3.
