- Brand Name Justification (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-11-T-6044, is being issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52. (iv) This acquisition is procured as a total small business set-aside. The NAICS code for this requirement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The size standard is 750 employees and a single award will be made as a result of evaluation of quotes. (v-vi) The items listed below are being procured as Brand Name only. The brand name letter is attached. 0001 Optelecom-NKF, Inc. High Resolution RGB/XGA Video Transmitter, Part Number 9311T-S-ST, Quantity 20 Each 0002 Optelecom-NKF, Inc. High Resolution RGB/XGA Video Receiver, Part Number 9311R-S-ST, Quantity 20 Each See Attachment 1: Brand Name Justification (vii) Commercial items shall be priced as FOB Destination to Peterson AFB, CO. The contractor must provide their own lift to offload at delivery point as the warehouse does not have a loading dock. Deliveries must be made with complete shipments. No partial shipments will be accepted. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. (JUN 2008), applies to this acquisition. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. All companies must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. The Government will not provide contract financing for this acquisition. (ix) The provision at FAR 52.212-2 Evaluation--Commercial Items (JAN 1999), applies to this acquisition. Paragraph (a), evaluation will be based on LPTA, lowest price meeting technical acceptance of the brand name requirements. To be considered technically acceptable, the quote must provide part numbers that match the manufacturer's part number identified above. (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (MAY 2011), applies to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov/) at the time of quote submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (JUN 2010), applies to the acquisition.
