- Description
- Construction of an Army Reserve Center (ARC), Belton, Missouri. Primary facilities include the construction of an ARC training building of approximately 30,000 sq ft., an Organizational Maintenance Shop (OMS) of approximately 8,700 sq ft. and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. This project will provide a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for one Army Reserve unit. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide adequate parking space for military and privately owned vehicles. This project will also include the following as options. Option 1 - Unheated Storage Building. Option 2 - CFCI OMAR Funded Equipment. Option 3 - CFCI Bona Fide Need OMAR funded equipment. Option 4 - MEP parking lot with concrete pavement in lieu of asphalt. Option 5 - Landscaping Items, Trees and Shrubs. Option 6 - Photovoltaics on the roof. The estimated cost range for the project is $10 to 25M. The Construction Cost Limitation (CCL) for the project is approximately $10.597M. Offerors are under no obligation to approach this ceiling. NAICS code is 236220. Size Limitation is $33.5M. The construction contract duration is 490 calendar days. The proposals will be evaluated using the Best Value Tradeoff Process. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Evaluation criteria may include: Prime Contractor Experience, Prime Contractor Past Performance, Safety and Management Plan. The approximate issue date is 8 August 2011 and approximate closing date is 7 September 2011 at 2:00 pm Eastern Time. Project documents will be issued via the web only. THIS PROCUREMENT IS SET-ASIDE FOR SMALL BUSINESS. There is no formal site visit planned for this project. Further details will be issued with the solicitation.
