Description
SYNOPSIS: The U. S. Army Corps of Engineers (USACE) Baltimore District plans to solicit a firm-fixed price design/build construction contract to the Offeror using Best Value Trade-Off Analysis based on evaluation of Offeror cost and technical proposals and established evaluation factors identified in the contract solicitation. The construction contract will be awarded in September 2011 with anticipated construction completion in 2012. This announcement is for the construction of the Pentagon SECURE ACCESS LANE (SAL) AND REMOTE SCREENING FACILITY, PENTAGON, ARLINGTON. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 8 Aug 2011. Contract award is scheduled no later than 30 Sep 2011. A Request for Proposal (RFP) is contemplated utilizing a best value source selection procedure as described in FAR 15.3 with a 30 day response time after issuance. In using this approach, the Government seeks to award a contract to the Offeror who gives the Government the greatest confidence that they can meet our requirements. This acquisition is being solicited pursuant to FAR Part 19.5, and is issued as a section 8(a) Competitive RFP. Magnitude range of this acquisition is between $1M - $5M. All Offerors must be registered in the Central Contractor Registry (CCR) database to be eligible to receive award http://www.ccr.gov and have completed the On-line Representations and Certifications at http://orca.bpn.gov. The entire solicitation will be posted at this website https://www.fbo.gov. Telephone requests will not be honored. PROJECT SCOPE. In support of the Pentagon Sentry Program, the U.S. Army Corps of Engineers, Baltimore District, seeks qualified Contractors to construct a permanent screening facility complete with Heating Ventilation and Air Conditioning (HVAC), plumbing, electrical, telecommunication/internet, fire protection and detection system, dedicated restroom and mudroom with interior and exterior access, a kennel for six (6) K-9s, three (3) access lanes that are to be covered by a large span canopy, six (6) vehicle parking spaces, and associated site utilities, exterior lighting, sidewalks and landscaping. Both the screening facility and canopy will provide acoustical and visual screening from the Pentagon Memorial. The Contractor shall conduct all construction in compliance with the existing Pentagon access and security requirements, standard operating procedures and the Department of the Army Access Control Point criteria, pertinent Unified Federal Codes, and applicable industry criteria. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime construction contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The Best Value Trade-Off Analysis contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract awarded based on Best Value Trade-Off Analysis determination. POINT OF CONTACT: Karen L.
