- The purpose of amendment 0001 is to add the following statement in BOLD to paragraph 1: "...the Government will award a single Undefinitized Contract Action (UCA), by 28 July 2011, for a period of 12 months... The Government is seeking sources for sustainment of Armed Security Officer services for 28 locations throughout the National Capital Region (Maryland, Virginia, Washington D.C.) under the authority of FAR 6.302-2 - Unusual and compelling urgency. Due to the urgency of this requirement and to prevent a break in service, the Government will award a single Undefinitized Contract Action (UCA), by 28 July 2011, for a period of 12 months with the intent to solicit and award a 5 year (12 month base period plus four 12 month option periods) effort at the conclusion of the initial 12 month period. The Washington Headquarters Services, Acquisition Directorate (AD) solicits responses to this notice from all sources to include small businesses (including small businesses in all socio-economic categories) teams, and joint ventures. This effort is for the continuation of services for Armed Security Officer for 28 locations throughout the National Capital Region in accordance with the attached Performance Work Statement (PWS). The current staffing levels for this requirement are as follows: · Approximately 450 FTE(s) · 15,000 post hours (excluding administrative/management/ supervisor or relief hours) ***Due to the rapidly impending effect ofDefense Base Closure and Realignment Commission, shifts in post locations will occur. The successful Contractor for this effort shall furnish guard force personnel to provide a highly visible uniform security presence at the designated post locations. The facilities must be fully guarded and controlled. All guard posts are to be staffed, patrolled, and inspected in accordance with the PWS. Access and egress points are to be fully secured to ensure no unauthorized entries occur for the safety and protection of all personnel at the designated post locations. This synopsis is not considered a Request for Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must accompany details expressing clear and convincing evidence of EXPERIENCE and CAPACITY to perform this requirement. At a minimum the response should include: (1) Business structure to support this requirement i.e., sole prime contractor, prime with subcontractors, joint venture, etc. (2) Proof of Clearance level (SECRET or above) (3) Ability to provide cleared personnel for all locations at inception of award (NO EXCEPTIONS) (4) Respondentss plan to provide staffing to eliminate open post and relief officers (5) Provide rough order of magnitude (ROM) to provide these services (6) Ability to achieve services without break of services (7) Insurance carrier and minimum coverage All responses received by 25 July 2011 NLT 4:00 pm EST, via email, will be considered. No extension of this date will be made.
