- BACKGROUND The US Embassy Mexico City is requiring a service to install a fiber optic line into a secure location in Mexico. SCOPE OF WORK The contractor shall install 12 Strand Single Mode Fiber between the nearest public access communications juncture and a site to be designated by NAS. The contractor will provide a minimum 32 MB of data transmission capability. The cable must be installed in tunnels that pre-exist on the property or if necessary, in trenches as applicable. When digging trenches must be used particular caution to not disturb other utility lines. Telephone poles do exist on the property and shall be utilized in the installation of the fiber optic cable. The current estimated fiber optic dielectric cable necessary is 1100 meters. The fiber line needs to be connected to the main building and to the existing current configuration. All copper cable, UTP Jumper Cords and UTP Patch Cords must be installed following TIA/EIA standards for CAT5e and or CAT6 applications. All cable will be electronically tested and labeled to meet industry standards or additional special instructions received from the end user. All fiber will be installed in locking wall jacks or rack mounted fiber distribution cabinets. All fiber distribution cabinets will be equipped with Duplex SC Fiber adaptive panels and must have room for additional growth. In addition, the contractor shall provide the necessary satellite equipment to receive satellite programming from a local distributor. Currently, the designated location has two different providers: SKY Satellite and Direct TV (Dish TV). The contractor will have to meet the end user preference. Distribution of the satellite signal will be distributed to 13 signal boxes to be determined by the end user. Subscription services will be paid and administered by the contractor on annual basis and renewed on a continuous basis up to 5 years. PERIOD OF PERFORMANCE The period of time for this will be within 30 calendar days from contract award. PLACE OF PERFROMANCE Work under this project shall be performed at a site to be disclosed upon awarding the contract. SPECIAL REQUIREMENTS: •Contractors must be U.S. citizens and must possess a minimum (active) U.S. government SECRET security clearance. Clearance certifications must be passed to the Regional Security Officer, U.S. Embassy Mexico City before work begins. •The U.S. contractor may utilize the services of private sector sub-contractors in Mexico. The sub-contractors must be approved by the State Dept./NAS. •The contractor team members must be fluent (either native or documented level 3/3) Mexican-Spanish speakers. The contractor must demonstrate the language capability of each team member by supplying training certificates, language certifications, language training diplomas, language ability evaluations or sworn, notarized affidavits (from witnesses that can attest to the language abilities of the contractor) indicating native or fluent speaking abilities. The contractor may not deploy to Mexico any personnel who have not demonstrated their individual Spanish speaking ability, as described herein, and who have not been individually approved by NAS. •Due to the sensitivity of this project and the needs of the Government of Mexico client agency, the contractor may not perform work with the use of translators-interpreters. •Contractor company and personnel must have previously been vetted by the Government of Mexico to provide services and to perform work at sensitive Government of Mexico facilities. •Contractor must provide proof of vetting and clearance by the Government of Mexico that is valid for the current calendar year. •Contractor personnel must be prepared to live in a military, special forces type environment that includes lodging in a field communal barracks and communal sanitary and other communal service facilities, with little conveniences available, during the site visit and during the entire period of performance. •Contractor personnel will have severely restricted movements at the work site and will not be allowed to leave the work site during the entire period of performance. •Contractor personnel must have an understanding of and prior performance with sensitive bi-lateral law enforcement-intelligence projects and programs that involved host-nation law enforcement, and host nation civilian and military intelligence organizations in Latin America, with preference given to those who have worked in Colombian and-or Mexico. •Each contractor team member must have a minimum of ten years experience of law enforcement-intelligence work. Military or intelligence community experience alone (without law enforcement experience,) in conducting similar or related activities, does not qualify the contractor. •The contractor, or sub-contractor, warrants that for a period of two (2) years after formal acceptance by the Department of State all supplies, hardware, software and communications capabilities furnished under this contract will be free from defects in material or workmanship and will conform with all requirements of the client at the site.
