- Description
- The NAVSUP Fleet Logistics Center (FLC), Contracting Department, Philadelphia Office intends to solicit on a full and open competitive basis. The award of a FFP contract is anticipated. The requirement is to develop curriculum for the Navy's Drug Education for Youth (DEFY) Program. The current curriculum is in need of updating to ensure it remains effective and relevant. The DEFY Program is a one-year comprehensive, community based substance abuse prevention, education, and comprehensive life skills program managed by the Program Office. It is divided into two phases with a corresponding curriculum designated for each phase: a summer leadership camp (Phase I), a focused and intensive experiential learning environment, and a school year mentoring component (Phase II), when youth and mentors meet at least once a month for mentoring, tutoring, and additional education. The procurement will be for services to update the current DEFY curriculum, develop additional curriculum topics, update printed program materials, and observe and evaluate curriculum implementation. The Statement of objectives (SOO) will be provided in the solicitation. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Contracting Department, Philadelphia Office. Upon its release the solicitation will be issued electronically and will be posted at Navy Electronic Commerce Online (NECO) and can be found at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for the information received. It is anticipated that the solicitation will be released o/a 12 August 2011. The closing date for the receipt of offers will be set forth in the RFQ. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award.
