- The Department of Housing and Urban Development (HUD) intends to issue a sole source contract with a base & four one year options to the Washington Metro Area Transit Authority (WMATA). The proposed action provides access to WMATA's automated Smart Benefits System to be used in support of the Mass Transportation Transit Subsidy Program and the Smart Benefits Program established HUD. WMATA is the only vendor that provides the SmartBenefits service therefore HUD intends to solicit & negotiate with only one source under the authority of FAR 6.302.
