Description
Title: NAMRU-D Research Support Services The Naval Medical Logistics Command (NMLC) on behalf of the Naval Medical Research Unit-Dayton (NAMRU-D) has a requirement for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for research support services. The contractor shall provide services at NAMRU-D located at Wright Patterson Air Force Base, OH. NAMRU-D is a component of the Navy Bureau of Medicine and Surgery (BUMED). The contractor shall support the mission of NAMRU-D in maximizing war fighter performance and survivability through world-class aeromedical and environmental health research by delivering solutions to the field, the Fleet and for the future. The contractor shall support research studies and analyses to understand the human cognitive, and physiological factors associated with military operations in the aviation, underwater, and special warfare environments especially as they relate to motion sickness (e.g., sea-sickness, air-sickness, simulator-sickness and space-sickness), pulmonary toxicology, environmental toxicology, aeromedical standards, hypoxia, fatigue assessment, aviation safety, and neurocognitive / neurophysiologic exposure effects. The contractor will support research studies on environmental and occupational exposures, particularly in deployed environments, in order to identify toxic effects before health and operational performance is compromised in the warfighter. This research effort will require the accumulation and analysis of data, computer programming, and statistical analysis. As an integral portion of these research activities, the contractor shall be expected to support and perform daily routine set-ups and maintenance of critical human experimental devices at NAMRU-D. These devices include the Disorientation Research Device (DRD), the Visual Vestibular Sphere Device (VVSD), the Vertical Linear Accelerator (VLA), as well as other aircraft motion and orientation simulators. Work also includes assisting in preparation of grant applications for other psychological, medical, and performance studies. Contractor shall support coordination with other Navy commands when necessary to complete the various research programs in place. Preparation of survey materials and psychological assessment materials, conducting literature reviews and preparation of Institutional Review Board (IRB) materials shall also be required. The Government envisions a single award ID/IQ contract, in which Task Orders will be issued for specific services. The services required are non-personal in nature and will be performance based. The contract is will consist of a base and four option years. The guaranteed minimum is anticipated to be $25,000.00. If for any reason, there are no successful proposals the Government reserves the right to re-open the solicitation. This requirement is a full and open competition with no set- asides. A solicitation will be posted on or about 8/8/2011 to the Naval Medical Logistics Command ™s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation.
