- NASA/LaRC has a requirement for VIC 3D Digital Image Correlation System; QTY: Two(2) EA.NASA/LaRC intends to purchase the system from Correlated Solutions, Inc. CSI is themanufacturer of the VIC 3D Digital Image Correlation system. This system will used fortesting subcomponent structures in the Environmentally Responsible Aviation Program, theShell Knockdown Factor Program and the Supersonics Program. NASA LaRC currently hasnumerous data files created by using VIC-3D software. The images cannot be processed byother software because the three-dimensional digital image correlation software must becalibrated with the set-up of the vision system at the time the images were acquired.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 08/01/2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
