Description
This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-11-Q-80091 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-53, effective July 5, 2011. The NAICS Code is 541519 and the Small Business size standard is $23.0M. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to AAMVA, Arlington, VA 22203 to provide monthly service for an AAMV Anet network communication line from date of award through May 30, 2012. The Volpe Center, in support of the Federal Motor Carrier Safety Administration (FMCSA)), is managing the SAFER network (Safety and Fitness Electronic Records) through a communication line that State safety systems use for data exchange at the national level. Currently there are 25 States which access FMCSA resources at the Volpe Center via this AAMVAnet private communications facility. Proposals shall include pricing for the following items in a written quotation: The contract line items (CLINs) are as follows: Line Item 0001: One T1 (1.54K) Private IP Managed Connection: (12 MO.) Unit Price $_____________, Total Price $____________; Line Item 0002: IP VPN Broadband Plus DSL (Symmetrical) 512K PIP Line, (12 MO.) Unit Price $___________, Total Price $___________; Line Item 0003: AAMV Anet Charge: Service Fee, (12 MO.) Unit Price$__________, Total Price $___________; Please provide a total price for CLINs 0001 through 0003 $______________. Instructions to Offerors: The signed offer must be submitted electronically via e-ail to Karen.Marino@dot.gov no later than 2:00 P.M. EST on July 25, 2011. The offer should be addressed to the following: U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, RVP-32, 55 Broadway, Cambridge, MA 02142. FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference; All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
