- The USDA, Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit (PSWMRU), intends to negotiate solely with Point Four Systems, Inc., in Richmond, BC, Canada under the authority of FAR 6.302-1, to furnish and deliver an electronic fish feeder system that is compatible to their existing control unit from ArvoTech systems. The new system shall include individual fish feeders with 1) transparent acrylic 5 liter granular acryl hoppers; 2) 24 volt AC 2 rpm motors; 3) feeder hangers for attachment to fiberglass fish culture tanks; 4) overvoltage protection cards; 5) feeder with wiring to connect to existing control unit with display; 6) keyboard; 7) computer software to control feedings, record amounts of feed distributed to tanks, and to estimate fish growth. The new feeder system is required to automate and control fish feedings and improve labor efficiencies for ongoing scientific research requirements in salmon development and growth improvement, feed intake, and growth efficiency at the USDA, ARS, NAA, National Cold Water Marine Aquaculture Center (NCWMAC), Franklin, ME 04469. Required Delivery is 30 Days ARO. Shipping is FOB Destination. Warranty is one-year parts and labor for defective parts and production error. No other feeder systems have been located that are compatible to existing equipment and offer electronic feeding. Only one responsible Source and No Other Supplies or Services will satisfy Agency Requirements, FAR 6.302-1(a)(2)). Point Four System is the authorized distributor for North America and holds a distributor licensing agreement with the manufacturer (Avro Tec). When the supplies or services required by the agency are available from only one responsible source, or for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The NAICS Code is 334519 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. Companies with the demonstrated and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outline the Company's and systems' capabilities, available service agreements and consumable (including price lists). This announcement and any other documents related to this procurement will be available electronically at the internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received within 10 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Point Four Systems, Inc. under the authority of FAR 6.302.
