Description
The Centers for Medicare and Medicaid intends to award a sole source contract for the expansion and further development of the Healthcare Communities Portal in support of the CMS Quality Improvement Organization's (QIOs) 10th SOW Program to CSI Solutions. LLC. To assist QIOs in becoming more proactive and promoters of health change, CMS seeks a knowledge/content management system, for use by partner organizations, such as the QIOs, to improve health outcomes and build on strategic aims, including excellence in operations. The Health Resources Services Administration' (HRSA) Healthcare Systems Bureau has developed a Healthcare Communities Portal, which is web-based knowledge/content management system built and managed through a CSI Solutions, LLC that meets the needs of the QIO Program and supports improved collaboration activities within CMS and the Department of Health and Human Services. This tool offers some of the following features: a broad communication means for disseminating information, tools, and best practices from various collaborative activities; smaller learning communities for collaborating on a particular topic area, whether clinical, financial, and/or operational aspects of health care delivery; and, a results-sharing module that provides a web-based mechanism to distribute clinical and operational data on a voluntary basis and to enable automatic downloads of aggregate results. The QIOs will utilize the Healthcare Communities Portal to work amongst various communities nationally and locally, share best practices, communicate qualitative and quantitative results, and support expertise in data collection/analysis, education, and information exchange. The Healthcare Communities Portal currently supports learning networks that share best practices and promote healthcare quality improvement. The networks consist of public and private sector users from healthcare delivery systems including QIOs and related associations, hospitals, health centers, transplant centers and organ procurement organizations, primary care delivery centers, academic institutions, as well as, state and federal government employees. The Healthcare Communities Portal also supports Communities of Practice, which includes the Patient Safety and Clinical Pharmacy Services Collaborative (PSPC). CSI Solutions, LLC is currently the system owner, creator and maintainer of the Healthcare Communities Portal. Specifically, CSI Solutions, LLC supports the ongoing day-to-day system maintenance, manage routine requests for modification of static content, execute quality control oversight of web content, perform web master functionality, and manage virtual offices and list-servs for multiple customer groups. The product is sole source for the following reasons: • The contractor is the only supplier able to perform technical assistance for the Healthcare Communities Portal. As such, there are no other alternatives to this contractor. It would take substantial time and funding to develop another portal. • The contractor portal is a proprietary platform and infrastructure on which the Healthcare Communities Portal is based and the contractor will host the Portal. The Healthcare Communities Portal currently supports learning networks that share best practices and promote healthcare quality improvement. The networks consist of public and private sector users from healthcare delivery systems including QIOs and related associations, hospitals, health centers, transplant centers and organ procurement organizations, primary care delivery centers, academic institutions, as well as, state and federal government employees. The Healthcare Communities Portal also supports Communities of Practice, which includes the Patient Safety and Clinical Pharmacy Services Collaborative (PSPC). The PSPC Community of Practice (COP) was established as an outcome of CMS partnering with the Office of Pharmacy Affairs (OPA) within the HRSA' Healthcare Systems Bureau to establish and maintain this COP. This COP directly supports and aligns with the Improve Individual Patient Care - Reducing Adverse Drug Events section within the 10th SOW. As a part of the activities outlined within the SOW, QIOs will develop community teams, form healthcare organizational partnerships, recruit high risk, high cost, and medically complex beneficiaries, and help improve medication safety by reducing adverse drug events nationally.
