Purchase Specification Solicitation PURCHASE SPECIFICATION OO-ALC, HILL AFB, UTAH 84056 DATE WRITTEN: 20 July 2011 WRITTEN BY: Ruth Schaefer CHROME PLATING FILTRATION SYSTEMS PURCHASE SPECIFICATION 1. Scope. This purchase specification is for the purchase of commercially available pump & filter systems for eleven chrome plating tanks. Each tank will need its own pump & filter system. 2. Equipment and tooling each filtration system. This purchase specification was written to describe the requirements for eleven tanks in three different sizes of chrome plating tank. Each size will have its own flowrate requirement. See Section 5.1 for sizes and quantity of each size. 3.0 Applicable documents. The filtration systems described in this Purchase Specification shall be manufactured in accordance with these documents. The latest dated document shall be the one applicable to this Purchase Specification. 3.1 Government Publications. The following Government documents, drawings, and publications form a part of this Purchase Specification to the extent specified herein: STANDARDS - FEDERAL `U.S DEPARTMENT OF LABOR, OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) OSHA 2206 General Industry, OSHA Safety and Health Standards (29 CFR 1910), 1994 EDITION 3.3 Order of Precedence. In the event of a conflict between the text of this Purchase Specification and the references cited herein, the text of this Purchase Specification shall take precedence. Nothing in this Purchase Specification shall supersede applicable laws and regulations unless a specific exemption has been obtained. 4.0 Design. The specified units shall be new and the production models specified here in. New is defined as new from the manufacturer. It does not include returned, refurbished, or units that have been loaned or leased for production or demonstration purposes. The units shall include all components parts and features necessary to meet the requirements specified herein. 4.1 Use of Americanized English. Wording on all components and sub-components such as electrical motors, diagrams, safety and informational charts/plates shall be written in Americanized English. All installation diagrams, operator/users manuals, brochures and any other data supplied, as part of this Purchase Specification shall also be written in Americanized English. 4.2 Safety and Health requirements. Guards to protect the operator from injury due to contact any moving parts shall be provided. Shockproof controls for protecting the operator from mechanical and electrical hazards shall be provided. The system shall comply with OSHA 2206 standards and shall not exceed 84 dbA maximum noise level. 4.2.1 Mercury Prohibition. The use of mercury, mercury compounds or mercury based instruments on or in the spray system is prohibited. 4.2.2 Asbestos Prohibition. The use of asbestos and materials containing asbestos on or in the spray system is prohibited. 4.3 Construction. The pump and filter system shall be constructed so that when it is assembled, installed, and connected to power, it shall be ready for operation. The filtration system shall be constructed of parts which are without defects and free of repair. All parts subject to wear breakage or distortion shall be easily accessible for adjustment, replacement and repair. 4.4.4 Electrical power supply and electrical equipment. All electrical equipment for the filtration system shall conform to the applicable requirements of NFPA Standards. The filtration system shall draw all of its electrical power from a single circuit having a fused safety disconnect switch. The filtration system's electrical system shall be either 110V 60 Hz or 460V triple phase. All electrical components shall be UL approved. The filtration system's electrical system shall withstand line voltage fluctuation of  10% with no damage to the filtration system or its related components. 5.0 Components. All system components must be commercially available as of May 1, 2011. Each of the eleven tanks' systems must include a pump, a filtration canister, all parts/components to connect pump and canister, mounting plates or brackets needed to attach to tank lip. System must include any starter motors and/or electrical adaptors necessary for use with standard power supply. See section 4.4.4 for power supply specifications. System should be operable in an industrial wet chemical situation, where drips, splashes and wash-downs are common and will frequently contain chromic acid. The solution level is 4"-7" below the lip of the tank, and the pump & filtration system must be able to work within this range. Extensions to inlet & outlet are acceptable. When mounted per manufacturer's recommendation, neither the pump nor the canister may rise more than 16" above the tank lip. The maximum footprint of the system (including mounting plate) is as follows: Large systems: 15 inches by 25 inches Medium systems: 15 inches by 25 inches Small systems: 10 inches by 15 inches System must be able to run continuously, 24 hours a day, 7 days a week without overheating. 5.1 Pumps: Pumps must be self-priming, seal-less and vertical. Pumps and canister must be installable in-tank. Three different flow rates are required: Large (2 systems): Flowrate of 3000-4500 gal/hour Medium (7 systems): Flowrate of 1200-2000 gal/hour Small (2 systems): Flowrate of 750-1200 gal/hour All parts and areas of the pump in contact with the chrome plating solution must be either made of, or coated with, PVDF (polyvinylidene fluoride) or PTFE (polytetrafluoroethylene). The pump inlet outlet must be adaptable to standard CPVC pipe sizes. 5.2 Filter Cannisters All parts and areas of the canister in contact with the chrome plating solution must be either made of, or coated with, PVDF (polyvinylidene fluoride) or PTFE (polytetrafluoroethylene). See section 5.3 for filter specifications. Changing of the filters must not require any tools and must have a tact time no greater than 15 minutes. (Tact time is the time it takes to shut down the system, remove the used filter cartridge, insert a new filter cartridge and re-start the system). All canisters should use the same size and type of filter cartridge. (See section 5.3 for filter specifications). Having multiple sizes and/or types of filter cartridges increases our receiving & stocking time, which will be included in the cost analysis. The canister outlet must be adaptable to standard CPVC pipe sizes. 5.3 Filter Cartridges The recommended filter cartridge is a 20" long, 2.5" outside diameter, depth-wound, and filters to 5µm. Alternate filtration cartridges and filter methods will be considered, provided that they accommodate the specified flowrates and filter to 5µm. The filter must chemically resist a solution with 35oz/gal chromic acid at 140°F for at least a week of constant operation at flow rates specified in section 5.1. Number of filters used, filter life expectancy and replacement cost will be considered in the evaluation. The cost of filter cartridges- including receiving & stocking time incurred by multiple types of filters will be considered in the evaluation. 5.4 Installation & Operating Conditions Pump and canisters may be delivered needing assembly and connecting, but if they arrive unassembled, instructions for assembly must be included. System must be either directly mountable on a chemical tank with a 4" wide lip or on a skeleton frame/stand mounted on tank. Must operate at ambient temperatures between 41°F and 122oF. Must be operable with hard chrome plating solution that is 140°F with 35 oz/gal chromic acid. Bid should include enough filters for four weeks' operation. 6.0 Markings and Labels. All markings shall be permanent and legible on a contrasting non-glare background. 7.0 Requirements of the proposal. Offerors shall submit electronically as part of their proposal brochures, photographs, illustrations, drawings, and narratives which clearly show that the design, construction, capacities, and operation of the equipment being offered will meet all of the requirements set forth in this Purchase Specification. Proposals shall include a response to each numbered paragraph of this Purchase Specification indicating compliance or non-compliance with the paragraph's particular requirements. Each paragraph shall be numbered using the Purchase Specification paragraph numbers. Response to each paragraph shall state "exceeds requirements", "will comply" or "exception taken". The proposal shall provide specific information to each response to provide for a complete proposal evaluation. All narratives shall be in Americanized English and all sizes and capacities of the range being offered shall be stated in the inch system. Drawings of all utility requirements shall be furnished as part of the Offerors proposal. Offers, which do not include sufficient information to permit a complete compliance review by Air Force personnel, shall be rejected. 8.0 Requirements after the award of the contract. All costs associated with the manufacture and shipping of the filtration systems shall be the responsibility of the contractor. 8.6 The contractor shall supply and deliver with the filtration systems three original copies each of standard manuals containing operating and maintenance instructions for each size of filtration system. 9.0 Training and Technical support requirements. 10.0 Inspection and Run-off test requirements. 11.0 Acceptance of the filtration systems. If the spray system fails to pass any test in the requirements of this Purchase Specification it shall be rejected. 12.0 Warranty. Items proposed shall be warranted as is customary in the trade. The standard commercial warranty, if applicable, shall apply to items offered in response to this solicitation. Offerors are requested to include a copy of each applicable warranty with their response to this solicitation.
