- The Mission and Installation Contract Command (MICC), on behalf of the Defense Acquisition University (DAU) intends to contract using other than full and open competition for the following: 1 year renewal of the software client licenses and maintenance support services for the Automated Cost Estimating Integrated Tool (ACEIT). Accordingly, MICC intends to award a sole source purchase order to Tecolote Reseach, Inc. 420 S. Fairview Ave STE 201 Goleta, CA 93117-3626. This contract will address the Defense Acquisition University's (DAU) course requirements on an enterprise wide basis throughout all regional sites. DAU employs ACEIT "what-if" analysis capability in student computer courseware and therefore this requisition ensures that DAU continues to receive ACEIT Technical support for the ACEIT integrated suite of analysis tool software. The proposed contract Action is for supplies for which the government intends to solicit and negotiate with only the above designated source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes or proposals. However, the government will consider all capability statements received by 10:00 A.M. eastern standard time 26 July 2011. All capability statements must be submitted via email only to charrsi.p.brightharp@us.army.mil. Any response to this notice must show clear and convincing evidence that competition would be advantageous by the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
