- COVERSHEET FOR RESPONSES MICROSOFT WORD SCOPE This is a pre-solicitation notice to purchase research support for the at sea monitoring program for the National Oceanic & Atmospheric Administration (NOAA). NOAA Cordell Bank National Marine Sanctuary has a requirement for a contractor to oversee the operations of ACCESS, which includes monthly surveys of the Cordell Bank pelagic ecosystem. This involves all aspects of cruise operations, including organization of cruise participants (contract observers), maintenance of oceanographic equipment, collection of various data sets (including CTD, thermosalinograph, scientific echosounder, bird/mammal observations and photos), processing and storage of data, and preparation of trip reports. Input data, generate summary statistics, and create graphical representations of the results. This procurement is a best value and will be evaluated on the requirements listed in B and D of the solicitation package. This posting is unrestricted and open to all sources. The associated NAICS code is 519190. The business size standard is $7.0. FAR Part 13 will apply to this acquisition. The period of performance will be for one year from date of award. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/ or by contacting CCR Customer Service Contact Information at 1-888-227-2423. All offerors must submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. The RFQ will be made available only on the Federal Business Opportunities website http://www.fbo.gov and is scheduled for issuance on or about July 20, 2011. No paper copies will be issued, but an electronic copy of the statement of work is attached.
