Description
Statement of Work This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-11095 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53, dated July 5, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 12 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to clinical research services in the field of tuberculosis on a sole source basis from Fudan University, Shanghai, People's Republic of China in accordance with an International Agreement. This is in collaboration with NAID for its on-going study titled A Natural History Study of Tuberculosis in China: Correlates of a Successful Response to Treatment. The contractor will submit an electronic copy of the primary contract deliverable in a NIAID-compatible format to the NIAID Project Officer after contract award and every 6 months thereafter. The primary deliverables will be a series of reports describing the progress in completing the aims of the contract as outlined in the description of the statement of work. These reports will include, but are not limited to, equipment status lists, progress reports on the conduct of the clinical studies including protocols, completed CRFs, reviews of these documents, reports of medical and radiology data collected. Time sensitive documents (e.g. IRB approvals, protocol or CRF form revisions, and other like documents) will be sent to the PO within 1 week of completion or receipt. Scanned copies of documents containing signatures will be provided within 1 week of receipt. Scanned copies of other documents will proved upon request of the PO. Data entered into the databases will be considered as a portion of the regular deliverables and are not required to be delivered to NIAID a second time if the electronic exchange of data is functioning. Data not available in a NIAID-accessible database will be submitted electronically in a NIAID-compatible format with the primary deliverable or on paper with approval of the PO. Non-document deliverables include but are not limited to blood, RNA, sputum, urine, bacterial strains, host tissues and other materials specified in the SOW and associated clinical protocols and exempted activities reviewed by the NIH and Henan Chest Hospital ethics committees. These items will be shipped to the analysis site for that specimen on a quarterly schedule or more frequently as requested by the PO. The study will be officially monitored by an NIAID specified contractor and the contractor will make all records available as needed for both these monitors and Chinese FDA. See attached Statement of Work. The period of performance shall be 12 months from receipt of order with two (2) option years subject to availability of funds to extend services. Award will be based on meeting the following: 1) capability to meet required specifications, 2) price, and 3) delivery. The FOB point shall be Destination. Place of delivery Bethesda, Maryland, 20892. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; FAR 52.232-34 Payment by Electronic Funds Transfer-Other than Central Contractor Registration (May 1999); FAR 52.217-9 Option to Extend the Term of the Contract; and FAR 52.232-18 Availability of Funds. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
