Description
NASA/NSSC has a requirement for the Plateau based SATERN Learning Management SystemHosting. This procurement will support a user base of 75,000 users. Hosting supportincludes setup, on-going operations and maintenance, technical support and monitoring ofthe database, content and web servers, full load balancing, and network fail-over design. In addition, hosting services will include immediate identification of an outage, within20 minutes, and quick fix responses to correct problems. Minimum requirements include:1. Minimum data center bandwidth capacity of 10 Mbps burstable to 100 Mbps, andexpandable with minimal notice. The contractor shall monitor the bandwidth utilizationand make timely recommendations.2. 24 X 7 monitored networks.3. 24 X 7 performance monitoring.4. Load balancing, database server, and architecture to handle redundancy and heavytraffic.5. Backups of the production database system are to be managed by the contractor toensure data integrity.The use of industry practices will be utilized to maintain thebackup data. This includes, at a minimum, daily incremental backups and weekly fullbackups stored in a secure offsite facility. 6. Reacting to monitoring alerts and taking simple corrective action (i.e. restarting theapplication or web server, rebooting the machine, changing server or firewallconfigurations, etc.).7. Restarting services or processes.8. Creating/editing firewall rules.9. Performance and usage monitoring (recommend upgrade or service is applicable).NASA/NSSC intends to purchase the training course from General Physics Corporation, 6095Marshalee Drive, Suite 300, Elkridge, MD 21075. Pursuant to FAR 13.106, the acquisitionof these services has been determined to be reasonably available from only one source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:30 p.m. local timeon July 25, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capability statement, proposal, or quotation, whichshall be considered by the agency.Capabilities and qualifications should be submitted to Eli Ouder at eli.c.ouder@nasa.gov.An Ombudsman has been appointed.
