- The Internal Revenue Service (IRS) intends to negotiate a on a sole source basis under the authority of FAR 6.302-1, for the continuation of software licensing, maintenance and support of existing SAS proprietary software residing on mainframe computers at the IRS Enterprise Computing Center located in Martinsburg, WVA with SAS Institute, Inc. of Cary, N.C. This is a combined synopsis/solicitation for commercial items in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The request for Proposals (RFP) number is TIRNO-11-R-00031. The NAICS code for this acquisition has been determined to be 541511. The following constitutes the RFP’s requirement by contract Line Item Numbers(CLIN) for the Enterprise Computing Center (ECC) located in Martinsburg, WVA as follows: SITE# 291: Model No. IBM 2817-710; 9640 MIPS; CLIN 0001 – Base SAS, Qty., 1, Unit Price per MIPS, Total Amount, CLIN 0002 – SAS/Graph, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0003 - SAS/STAT, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0004 – SAS/ASSIST, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0005 – SAS/CONNECT, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0006 – SAS/ACCDB2, Qty. 1, Unit Price per MIPS, Total Amount, SITE# 51609: Model No. IBM 2817-709; 8840 MIPS; CLIN 0007 – SAS/ASSIST, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0008 – SAS/GRAPH, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0009 – SAS/ACCDB2, Qty. 1, Unit Price per MIPS, Total Amount, CLIN 0010 – SAS/STAT, Qty. 1, Unit Price per MIPS, Total Amount. This follow-on contract will replace the current SAS Contract TIRNO-06-C-00077, which expires 9/30/2011. SAS Institutes, Inc. software products are currently used by the IRS to support development of both large scale and small applications for Statistics of Income (SOI) research, capacity studies and planning groups. The maximum contract period of performance, including all options, shall be five (5) years. The following factors shall be used to evaluate offers; (1) technical capability of the item offered to meet the Government’s requirement (2) price, and past performance. All responsible sources who can provide code compatible software or equal shall submit written responses which shall include (1) prices(s), FOB Destination; (2) a description of the software offered in sufficient technical detail to show compatibility and permit a technical evaluation;(3) POC (name and telephone number); (4) GSA Contract Number if applicable; (5) delivery date; (6) business size; and (7) payment terms. Oral communications are not acceptable and will not be considered. No contract award will be made on the basis of any response received in response to this notice. The contract will be a firm-fixed price contract. Copy of the Statement of Work/Performance work Statement can be faxed upon request.
