- ATTACHMENT ONE OF REQUEST FOR INFORMATIION/SOURCES SOUGHT INFORMATION FOR THE RECONFIGURATION OF THE CAB TECHNOLOGY INTEGRATION LABORATORY (CTIL) USING THE HUMAN-CENTERED DESIGN APPROACH. This is a request for information( RFI) for commercial items reference number DTFR53-32110200216 issued on 19 July 2011 prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This RFI is not a solicitation or request for proposals. That information will be posted when the requirement has been established. This RFI is being issued using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This RFI document and incorporated provisions and clauses are those in effect in the Federal Acquisition Regulation (FAR) and Transportation Acquisition Regulation Supplement (TAR). The NAICS code is 541420 and the small business size standard is $27 million dollars. The Department of Transportation, Freight Railroad Administration seeks information from industry on the available technology to reengineer our existing Robust Engineer's Workstation Design (REWD), installed in our current Cab Technology Integration Laboratory (CTIL) using the Human-centered design approach. The new technology will serve as an engineering design platform to address the ongoing locomotive engineer workstation problems that exist for the United States freight railroad industry. This information will be used by the Government to create the estimate for pricing and formulate the requirement that will eventually be synopsized posted for submission of bids/proposals. The Government will not refund any engineering or other costs associated with the response to this RFI. The following provisions and clauses apply to this request: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be evaluated on a technically acceptable, low offer basis. The clause at 52.212-2, Evaluation Commercial Items. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era.
