Amendment 004 of the RFP document. The only change is in Section A.6, 'Proposal Due Date/Time'. This change is made to reflect the new due date made necessary due to administrative confusion. Offers are to be submitted by the due date/time listed in the SF 30 for A004 and in Section A.6 of the attached RFP document. SF 30 Cover Page for SAQMMA11R0213-A004. Proposals are due on the date/time specified in the attached SF 30 for A004. ATTENTION ALL INTERESTED HUBZONE VENDORS: Amendment 004 to SAQMMA11R0213 is hereby issued for the following reason(s): 1. To extend the due date for submission of proposals from Wednesday, July 20, 2011 to Thursday, July 21, 2011 at 12:00PM Eastern Daylight Time (DC Time). The extension of the proposal submission date is due to administrative confusion in regards to the proposal submission date listed in Amendment 003 of this Request for Proposals. To revise sections C, H, J and L of the solicitation as shown in the attached document titled "SAQMMA11R0213-A003". 3. To provide a copy of second-round Questions and Answers from interested parties. To remove any language relating to cost reimbursement type payments/services. This requirement is a firm, fixed price requirement. 2. To provide answers to questions from potential offerors regarding the solicitation/requirement. The Q&A document is hereby attached. The site visit date/time remain unchanged. ________________________________________________________________________ The following is merely an overview of the requirement. See all attachments for the complete solicitation package. __________________________________________________________________________ The Bureau of International Narcotics and Law Enforcement Affairs (INL) requires facilities management, maintenance & logistics support services for the International Law Enforcement Academy (ILEA) training facility/campus in Roswell, New Mexico. Overview of Scope PROGRAM SUMMARY: The Bureau of International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to combat international narcotics and crime. One of INL's major goals is the enhancement of the professionalism of foreign criminal justice officials to enable them to efficiently combat crime in their respective countries and, at the same time, prevent the movement of transnational criminal elements into the United States and throughout the world. An effective and efficient way to accomplish this goal was the creation of an ILEA providing training to a global student body. In furtherance of this effort the Department of State established an International Law Enforcement Academy located in Roswell, New Mexico. The ILEA in Roswell became operational in 2001. The Academy has a dedicated campus facility with two training rooms, a series of small break-out rooms, administrative offices, a computer lab, and office space for instructors. The contractor shall provide facility management and maintenance for the ILEA Roswell facility in Roswell, NM. The contractor shall also provide delegation logistical support for international students attending the ILEA Roswell training program in Roswell, NM. INL plans to host approximately 400 - 500 foreign government officials per year, multiple weeks at a time, as participants in various Department of State foreign policy and technical outreach training programs. The contractor will coordinate all activities - facility and international delegations logistics - with the ILEA training facilitator to support the overall ILEA training program. ________________________________________________________________________ The Government is conducting a single source selection under this solicitation and intends to award one (1) contract by conducting a 100% HUBZone set-aside competition in accordance with FAR Part 15. We anticipate a one year contract with four one-year options which the Government reserves the right to unilaterally exercise any or all one-year options (IAW FAR 52.217-9 Option to Extend the Term of the Contract). Telephone requests for the solicitation will not be accepted. QUESTIONS: Prospective offeror(s) should submit any questions regarding this solicitation in writing by e-mail Contract Specialist, Terry Lord. First round questions must be received by 2PM EST; Tuesday, June 21, 2011 to ensure a timely response. Questions received after that date will not be answered prior to the date established for the receipt of proposals. Second round questions, if necessary, will be conducted after the site visit planned for June 28, 2011. Second round questions are, for the time being, due by 2PM EST; Friday, July 5, 2011. You may make alternate arrangements with us however; this must be arranged ahead of time to ensure that someone will be available to accept the proposals. Fort Myer Dr, rm 200 Arlington, VA 22209 Attn: Terry Lord, Contract Specialist ______________________________________________________________ Site Visit Information The Bureau of International Narcotics and Law Enforcement Affairs will host an ILEA Roswell bidder's conference for interested HUBZone offerors on Tuesday, June 28, 2011 at the ILEA Roswell building in Roswell, NM. The overall objective of this conference is to enhance collaboration in support of the ILEA Roswell program through an open house of the facility. IMPORTANT: This will be the only time potential offerors will have to take stock of existing and missing inventory (IT equipment and facility furnishings). The Government does not plan to furnish any supplies or furniture for the ILEA facility and it is up to any offeror(s) to price this accordingly. Furniture/equipment procurement is a one-time, fixed-price item under this contract. IT equipment refresh/maintenance shall be fixed-priced in the option years. The agenda will include introductory remarks from the ILEA Roswell program office and Acquisitions Management, small group tours of the ILEA Roswell facility and access to the City of Roswell local vendors (local vendor access is not sponsored by the Department of State or any other federal agencies). The conference is open to all industry HUBZone representatives whose companies have an interest in providing facility management/maintenance & logistics services in support of the ILEA Roswell program though this solicitation. Seating is available on a first come, first serve basis. Identification will be required at check-in. Company representatives must register their intention to attend the conference with the contracting officer's points of contact listed in this notice. Firms that plan to attend must notify the Contract Specialist, Terry Lord, via email (LordTG@state.gov) no later than NOON Washington DC Time; June 21, 2011. Due to space issues there will be a limit of four (4) members per firm.
