Description
The purpose of this modification is to increase the provision training in HIV/AIDS psychiatry and neuropsychiatry to psychiatrists and primary care providers prioritizing the areas of highest HIV/AIDS prevalence in the U.S. Under this modification the American Psychiatric Foundation (Foundation) Mental Health Care Provider Education (MHCPE) Program shall increase HIV/AIDS education and training in psychiatric services, increase technical assistance to training providers, increase developing interactive web-based training for CME, and a medical student clinical practicum. These activities will increase the ability of training participants to respond effectively and improve clinical support for persons living with HIV/AIDS, mental health and substance use disorders. Targeting training to the areas of highest HIV/AIDS prevalence supports the goals of the National HIV/AIDS Strategy by increasing access to care in the cities and metropolitan districts with the highest HIV/AIDS prevalence. The modification increases the number of persons trained from 1000 by an additional 800 in Option Year 3 (total 1800), and a lower number but still increased from 1000 by 400 additional participants (total 1400) in Option Year 4, and by 300 participants in Option Year 5 (total 1300). Demonstration of Proposed Contractor's Unique Qualifications : The American Psychiatric Foundation is the only known organization capable of reaching the greatest number of psychiatrists in the country and enlisting their support and participation for HIV/AIDS' and psychiatry training and education. The Foundation is the only known organization that has the knowledge of, and credible access to psychiatry faculty at graduate and professional schools and internship programs nationwide and has the credentials for developing and accrediting graduate level education. The Foundation also has the experience and capability to obtain the participation of psychiatrists in all areas of the country - those most highly impacted by HIV/AIDS, as well as other localities with emerging needs. Other Facts Supporting the Use of Other Than Full and Open Competition The substantial time, effort, and unique relationships required to plan and conduct HIV/AIDS education and training activities necessary for this professional population would not be feasible or possible if a source other than APFI were to attempt performance of this project. As a result, SAMHSA has determined that award to any other source would likely require a significant learning period resulting in an unacceptable probability of failure and/or delays, as well as a duplication of cost and effort due to anticipated start-up needs. The resultant costs to the Government are not expected to be recovered through competition. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1))-Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
