Description
The purpose of this modification is to provide additional funds to the contract to increase the provision of comprehensive education and training to social workers in areas of highest prevalence nationwide, who directly provide care and support for people living with and affected by HIV/AIDS. Under the modification the National Association for Social Workers' (NASW) Mental Health Care Provider Education in HIV/AIDS Program (MHCPE) shall increase HIV/AIDS comprehensive education and training to social workers and other direct services providers. Targeting training activities to the areas of highest HIV/AIDS prevalence supports the goals of the National HIV/AIDS Strategy (Strategy) by increasing access to care in the cities and metropolitan districts most highly impacted by HIV/AIDS. The number of persons trained in the National Association for Social Workers' (NASW) Mental Health Care Provider Education in HIV/AIDS Program (MHCPE) shall increase from 700 by 500 to 1200 in Option Year 2, and increase by a lower number, by 250 in Option Year 3 (total 950), and by 200 in Option Year 4 (total 900). Demonstration of Proposed Contractor's Unique Qualifications : NASW is the only known organization capable of reaching the greatest number of social workers in the country and enlisting their support and participation for HIV/AIDS training and education. With the national Strategy focusing on the areas of highest prevalence, this training increase will include predominantly urban areas that are known to have the highest HIV/AIDS impact. NASW has the experience and capability to obtain the participation of social workers in these urban areas, and can respond as well as in suburban and rural areas where the epidemic may rise disproportionately in local areas. Other Facts Supporting the Use of Other Than Full and Open Competition The substantial time, effort, and unique relationships required to plan and conduct HIV/AIDS education and training activities necessary for this professional population would not be feasible or possible if a source other than NASW were to attempt performance of this project. As a result, SAMHSA has determined that award to any other source would likely require a significant learning period resulting in an unacceptable probability of failure and/or delays, as well as a duplication of cost and effort due to anticipated start-up needs. The resultant costs to the Government are not expected to be recovered through competition. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1))-Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
