- Due date for submission of offers has been extended. The dates are amended as follows: From: 4:00PM Eastern Standard Time (EST), July 21, 2011 To: 4:00PM Eastern Standard Time (EST), July 27, 2011 This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM19-11-Q-0008 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-53 dated July 5, 2011. The North American Industrial Classification System (NAICS) code is 561622, and the small business size standard is $7.0 million. This procurement is set-aside exclusively for small business. The Office of Personnel Management's (OPM), Facilities, Security and Contracting (FSC) group manages a broad array of OPM's key day-to-day programs. The programs under FSC include: Facilities Management (FM), Emergency Actions (EA), Contracting Management (CM), Office of Small and Disadvantaged Business Utilization (OSDBU), Publications Management (PM), Security Services (SecSvc), and Personnel Security (PS). Specifically, Security Services (SecSvc) is responsible for the control of physical access to all office space at OPM. In support of this mission, SecSvc requires the services of a contractor to provide for the installation, replacement, repair, and service of all locks throughout the OPM headquarters building located at 1900 E Street, NW, Washington DC 20415. OPM anticipates awarding one (1) Firm-Fixed Price Blanket Purchase Agreement (BPA) to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (one base year and four (4) one-year option periods) from date of award. The estimated Not to Exceed (NTE) dollar value associated with this effort is $25,000.00 per year; $125,000.00 over five (5) years. Award is anticipated to be made on or about July 29, 2011. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov through 4:00 PM Eastern Standard Time (EST), July 15, 2011. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations, in two separate volumes, to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), July 21, 2011. Technical and Pricing proposals MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. Also, quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
