Description
The MS Air National Guard, 172d Airlift Wing, Jackson, MS intends to non-competitively add open market items to a Federal Supply Schedule delivery order to be issued to SYNNEX Corporation, FSS Contract GS-35F-0143R, for a maintenance and repair agreement for its Air Mobility Advanced Console System (AMACS). The delivery order will be issued for a base year period plus two option year periods. Open market items to be included in the maintenance and repair agreement order are as follows: SIFA Radio Interface (Qty 6 ea.); PTT Headsets/Handsets (Qty 12 ea.); PTT Closure Box (Qty 6 ea.); PE 420 - HP Trading Server (Qty 1 ea.); 15' LCD for HP Server (Qty 1 ea.); Optimux Copper to Fiber Modem (Qty 3 ea.); E1 & Ethernet fiber mux, single fiber (Qty 2 ea.); OP-XL module for 2 unbal E-1 channels (Qty 2 ea.); 23-ch DAKS Server, with Alert Rel. 5 AFB (Qty 1 ea.); 16-ch NICE Recorder, V8.9 Silver Plan m-f 8X5 SN#: 44542901 & 44542902 (Qty 1 ea.); APC SURT5000 RT with 2 batteries (Qty 1 ea.). This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1), Only One Source Reasonably Available. JUSTIFICATION: The current HiPath 4000 System employed by the 172d Airlift Wing is a proprietary legacy system manufactured by Siemens, Inc. Siemens Enterprise Communications, Inc. is an authorized reseller under the Synnex GSA contract. The HiPath 4000 AMACS is a critical command and control (C2) system that provides day-to-day and emergency air-to-ground and ground-to-ground communications for flight and ground operations. APPLICABILITY OF AUTHORITY: Siemens has proprietary rights to all software, software maintenance, and the specifications for this existing system. Second level and third level support and factory support are only available from Siemens. Certified Siemens parts are only available from Siemens. Siemens will not accept trouble tickets directly from customers of Unauthorized Maintenance Service Providers nor will they accept or work directly with any Unauthorized Maintenance Service Providers to include providing remote or on-site problem determination or resolution, and providing new software releases, maintenance releases, and patches. In order to meet Operations mission requirements, the 172d Airlift Wing requires the maintenance and repair agreement to ensure system functionality and operability. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Any information received in response to this solicitation will be considered solely for the purpose of determining whether or not a competitive solicitation is in the best interest of the Government.
