- THIS NOTICE CONSTITUTES AMENDMENT NO. TWO TO THE COMBINED SYNOPSIS/RFQ FOR SCALEMODEL OF INTERNATIONAL SPACE STATION WITH AIR TRANSPORTATION ASSOCIATION RATED CASES. Companies shall acknowledge all amendment(s) in their quote. This notice serves as theofficial amendment to subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to answer the following questions:Question:1) Since Canada is a major partner on the International Space Station, will a Canadianbased companys quote be allowed and considered? This procurement is a small business set aside. Stated in the solicitation, offerors mustinclude and comply with FAR 52.212-5 and all terms and conditions that are applicable.Under FAR clause 52.212-5, clause 52.219-6 is identified as being applicable to totalsmall business set-aside procurements as follows: FAR 52.219-6; Notice of Total Small Business Set-Aside: (a) Definition. Small businessconcern, as used in this clause, means a concern, including its affiliates, that isindependently owned and operated, not dominant in the field of operation in which it isbidding on Government contracts, and qualified as a small business under the sizestandards in this solicitation. (b) General. (1) Offers are solicited only from smallbusiness concerns. Offers received from concerns that are not small business concernsshall be considered nonresponsive and will be rejected. (2) Any award resulting from thissolicitation will be made to a small business concern. (c) Agreement. A small businessconcern submitting an offer in its own name shall furnish, in performing the contract,only end items manufactured or produced by small business concerns in the United Statesor its outlying areas. If this procurement is processed under simplified acquisitionprocedures and the total amount of this contract does not exceed $25,000, a smallbusiness concern may furnish the product of any domestic firm. This paragraph does notapply to construction or service contracts. (End of clause) For an offer to be considered for a small business set-aside, a company must be locatedin the United States and meet all requirements set in solicitation # NNJ11394074R.Question:2) After reading the summary it states delivery of the models have to be completed 2months after the contract is awarded. Is there a specific reason for 2 months?Answer: Yes, these models are needed in two months to fulfill NASA requirements to be displayedat NASA Outreach events.The due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on July 11, 2011. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
