Description
The Department of Homeland Security (DHS), Transportation Security Administration (TSA) is requesting information from external sources with high-stakes deception detection and operational research and testing expertise to support an existing program need. This program uses behavioral observation and analysis to detect high-risk travelers and mal intent at the airport checkpoint. Dedicated officers are trained to screen travelers for involuntary physical and physiological reactions that people exhibit in response to a fear of being discovered. This program helps focus appropriate resources on determining if an individual presents a higher risk or if his/her behavior has a non-threatening origin. Individuals exhibiting specific observable behaviors may be referred for additional screening at the checkpoint to include a handwanding, limited pat down and physical inspection of one's carry-on baggage. Referrals are based on specific observed behaviors only, not on one's appearance, race, ethnicity or religion. This program serves as an important additional layer of security in the airport environment, requires no additional specialized screening equipment, can easily be deployed to other modes of transportation and presents yet one more challenge the terrorists need to overcome in attempt to defeat our security system. TSA is seeking capability statements of contractors who can demonstrate the ability to perform the following tasks: • Review current operational testing plans and procedures, to include Validation work, performance metrics, and operational pilots. • Recommend outcome-based measures of effectiveness for both the program and any program pilots. • Identify "up and coming" statistical approaches to measure program performance. • Provide scientific analysis of behavioral indicators related to deception and fear of discovery. • Propose procedural changes that may enhance behavior detection capabilities; based on scientific research, expertise, or Validation work. • Identify and design operational research protocols for validating proposed procedural changes. • Note: Any proposed research should consider that high-risk travelers and mal intent represent low base rate events. Capabilities statements should address how these tasks would be accomplished, the format of any deliverables, and describe the background and expertise of potential proposed personnel, specifically the method for recruiting SMEs and/or the background of the SMEs the contractor would expect to utilize. Additional program characteristics to consider include the following: • The behavior detection process used in this program has been validated through independent scientific research. • This program has always welcomed the feedback of external consultants and experts to make program improvements, especially in regards to scientific validation and research initiatives. This program is highly specialized and requires the services of only the most qualified personnel. o Subject Matter Experts (SMEs) must possess distinct expertise in high-stakes deception detection, to include conducting scientific peer-reviewed experimental work and operational involvement with security agencies and programs. o SMEs should have specific knowledge of behavioral detection in operational contexts, and have experience working with security practitioners to detect deceptive or suspicious behavior. • This program is conducted at over 160 airports nationwide. The program is managed from Arlington, VA. • Officers are selected from diverse backgrounds. This announcement is for the purposes of market research only; no solicitation is being issued and a solicitation may not result from this announcement. The government will not pay for any information received in response to this announcement. Vendors should list any available government contract vehicles and contract numbers in their responses (e.g., GSA schedule contracts). Contractors are also requested to submit their business size and any suggested applicable NAICS codes for a requirement of this nature. Capability statements shall be limited to no more than 3 pages and shall be submitted via email only. Additional information may be requested from respondents to this announcement.
