Description
The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pesticide Programs (OPP) Biological & Economic Analyses Division (BEAD), Analytical Chemistry Branch (ACB) under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1), to Waters Corporation (Waters) in order to procure a service plan renewal for existing Waters equipment. The purpose of this procurement is to obtain a Total Assurance Plan (TAP), which shall include: one (1) performance maintenance (PM) agreement for the liquid chromatograph (LC), one (1) PM for the mass spectrometer (MS), and a Masslynx Software one (1) year plan for the LC/MS/MS system (i.e., Waters 2695 LC and Quattro Micro MS/MS detector and instrument software). This service plan will renew the existing Waters service plan on the above system for one (1) year. The service plan shall include one (1) PM visit to assure peak operation of the system. The serial numbers of the existing equipment are as follows: F01SM4473M (LC) and QAA062 (MS). The projected period of performance is 2 August 2011 through 1 August 2012. ACB evaluates analytical methods for detecting pesticide residues in food and fibers to make sure they are suitable for monitoring and to enforce maximum legal residue limits. Continual, timely servicing and maintenance of this equipment is critical to maintain workflow and operations. A lapse in service, or extensive downtime between the current service agreement and the award of this purchase order cannot be afforded. Historically, Waters customers who have a service agreement in place have been serviced more quickly than customers than who do not have a service agreement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Market research has identified Waters as the only source that meets the EPA's requirements, as stated in this announcement. No other source has been identified that can provide the support that is required. Notwithstanding, any firm that believes it is capable of meeting the EPA's requirement, as stated herein, may submit its capability by 12:00 PM ET on Monday, 25 July 2011, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
