- DESCRIPTION: The US Fish & Wildlife Service intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a), with Wildlife Management Institute in support for Atlantic Flyway Council Cooperative Waterfowl Banding Project, in coalition with other Federal, State, Provincial and non-government Organziations. *****The Sole Source determination is based on WMI being the only company that is a responsible source and no other supplies or services will satisfy agency requirements. *****The Initial Government estimate for this requirement is under SAP threshold of $150,000.00. *****NO solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will only be accepted via email to justin_du@fws.gov. The government will consider responses received by 3:00 p.m., EST, 7/21/2011. A determination by the Government not to compete this proposed acquisition base on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. In the absence of responses FWS proposes to negotiate with WMI on a sole source basis. No telephone requests will be honored.
