Please be advised that the Government will not pay for any information submitted under this announcement. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources with HVAC Control System, Repair and Replacement Services experience The New London Submarine Base in Groton Connecticut is seeking qualified companies to provide Maintenance and Repair of Heating, Ventilation and Air Conditioning (HVAC) Equipment and Direct Digital Controls (DDC) located at the New London Naval Submarine Base, Groton CT in accoradance with the attached specifications. The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering and other items necessary to provide the services as described in the Performance Work Statement of the RFP. The work will be accomplished under a combination Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. To maintain the systems in good working order, trained and certified technicians will perform all preventative maintenance tasks in accordance with the guidelines issued by the equipment and software manufacture. Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business and women-owned small business concerns. The NAICS code is 238220 (Plumbing, Heating and Air-Conditioning Contractors). The Small Business Size Standard is 14.0 million. Interested vendors should include the following information: company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a) or HUBZone status. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size; references and record of past performance. All responsible interested sources are encouraged to submit their capabilities in regard to the above no later than close of business August 5th, 2011. At a minimum please fill out and submit attached Sources Sought Information Request Form. All information is to be submitted at no cost or obligation to the Government. The contract term will be a base period of one year plus two option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Prospective bidders must register for this project on the Navy Electronic Commerce On-Line NECO web-site at http://www.neco.navy.mil to receive notification of availability of solicitation documents and to download the solicitation and any subsequent amendments. The Solicitation shall be available on or about 06 October 2011 for downloading. Proposals will be due on or about 08 December 2011. There is no Pre-Proposal Conference or Site Visit scheduled for this solicitation at this time.
