- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: TA Instruments - Waters L.L.C., New Castle, DE 19720. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: Food items and packaging materials being developed within the Combat Feeding Directorate, for military rations, must be designed to meet stringent requirements, including shelf stability, which is largely affected by water activity. As a result, nanocomposite packaging and retortable polymeric packaging is being evaluated by thermogravimetric analysis for the research programs. This equipment can evaluate decomposition and weight loss as a function of time. The inorganic nanoparticle quantity in packaging formulations can be determined by thermogravimetric analysis. Also, water loss as a function of time curves can be generated by this equipment for the packaging structures. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This equipment is compatible with the other TA instruments thermal analysis equipment with regard to software and data analysis. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: An online market search using the internet and also Scifinder was not conducted to identify other thermogravimetric analyzers, however none were found that meet the requirements of CFD. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
