- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Lyme Computer Systems, Inc. pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is to renew existing licenses of Mathworks Software for a period of one (1) year and to add a new license with support as follows: #401589 Bioinformatics Toolbox, V2011A, Concurrent License (2 each)(new product to be added to License #590038); renewal of one (1) each of the following existing licenses: 1) License # 493396 which includes 330102 Matlab License; 375095 Parallel Computing Toolbox; 382045 Optimization Toolbox; and 393168 Statistics Toolbox; 2) License # 493400 which includes 330102 MatLab License; 375095 Parallel Computing Toolbox; 382045 Optimization Toolbox; and 393172 Statistics Toolbox; 3) License # 515958 which includes 385297 MatLab License; 361321 MatLab Compiler; 403953 Parallel Computing Toolbox; 382045 Optimization Toolbox; and 393168 Statistics Toolbox; 4) License # 515959 which includes 330102 MatLab License; 403953 Parallel Computing Toolbox; 382045 Optimization Toolbox; and 393168 Statistics Toolbox; 5) License # 590026 which includes 346495 MatLab Distributed Computing Engine (64 pack); 6) License # 590038 which includes 382126 MatLab License (2 seats); 404623 Curve Fitting License; 356853 Parallel Computing Toolbox (2 seats); 336324 Neural Network Toolbox; 336325 Optimization License (2 seats); 402054 Signal Processing License; 336328 Statistics Toolbox; and 336315 Bioinformatics License (2 seats). This procurement will renew the existing software licenses that is currently used by the NIEHS scientific community. This software assists with development, understanding, and implementation of statistical and mathematical methods for evaluating exposures and estimating risks in current research projects. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Lyme Computer Systems, Inc. The NAICS Code/Size is 423430/500 Employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
